Iowa health center receives $2 million in stimulus funding

An Iowa health care provider is one of 85 community health centers nationwide to receive a significant monetary boost from the American Recovery and Reinvestment Act, President Barack Obama announced Wednesday.

“… Funding for construction, technology and a medical home demonstration project won’t just save more money, and create more jobs, they’ll give more people the peace of mind of knowing that health care will be there for them and their families when they need it. Ultimately, that’s what health reform is really all about,” Obama said.

Primary Health Care Inc. of Des Moines is slated to receive more than $2.6 million. The nonprofit organization maintains dental and medical clinics in Des Moines as well as a community access pharmacy, HIV services and outreach project. It also operates a medical and dental clinic in Marshalltown.

Although the clinics provide services to patients who have insurance, they specifically cater to those who are uninsured or underinsured. According to their Web site, Primary Health Care Inc. strives “to find and successfully treat medical condition before they become serious enough to require hospitalization or emergency treatment.”

It has also developed several specialized programs.

The Outreach Program specifically targets populations that often fall through the cracks in existing health care.

Health Care for the Homeless is a federally funded program that serves individual, families, street youth and homeless children in a non-traditional clinic setting. A federally-funded program called Enhancement provides mental health and substance abuse care for homeless clients.

The organization has also developed a four-point program for maternal child health that consists of a combination of state and federally-funded programs to provide service to pregnant women, newly expanding families and newborns up to age 6. Their Families in Transition program, which is funded through U.S. Housing and Urban Development, serves both prenatal or parenting families up to a child’s 15th birthday, and allows case workers to link homeless individuals to medical and mental health services as well as affordable and safe living environments.

Clinics that participate in the Outreach Program are located in six different sites throughout Des Moines, placing them within the areas of the community that are experiencing the most need.

To qualify for funding, the health facility had to be a federally-qualified community health center. Grants of $508.5 million were provided through the Facility Investment Program to address pressing health center facility needs. Also, as much as $88 million was made available to help Health Center Controlled Networks improve operational effectiveness and clinical quality in health centers by providing management, financial, technology and clinical support services.

The new Recovery Act funds are the latest in a series of grants awarded to community health centers, which deliver preventive and primary care services nationally at more than 7,500 service delivery sites around the country to patients regardless of their ability to pay.  Across the country health centers serve more than 17 million patients, about 40 percent of whom have no health insurance.

100% Home Loan Financing – Flex your Muscle

With the current “mortgage meltdown” we hear so much about these days, your average consumer thinks that the days of 100% financing have gone by the wayside. True, you are hard pressed these days to find a bank or lender that will want to carry a second mortgage that combined with a first mortgage adds up to 100% financing. That’s because if there is a default, sitting in second lien position is particularly dicey. Too much risk is involved. And since, in recent history, that scenario of the 80/20 combo was the most common 100% financing vehicle available to a certain group of consumers (non first time homebuyers), there’s a misconception out there that 100% options are all but dried up.


But, a-ha! There is hope for someone who has great credit but prefers to invest his/her assets elsewhere when rates are so low. It’s called the Flex 100. And it can apply to purchases and refinance transactions.


I heard an analyst mention on television the other day that mortgage money is so cheap right now it’s like a sale at Macy’s. That made me chuckle, but it’s true. In which case, why not invest your money elsewhere if you qualify for 100% financing. After all, the homes are still appreciating in most areas, but not at the stellar rate we saw in the past.


The Flex 100 requires you to invest $500 of your own cash towards the transaction, so I guess it’s technically not 100% financing, but it’s pretty darn close. And no, you don’t have to be buying your first home to get this deal. You can actually have owned a home in the past three years! However, it does apply to financing your primary residence only. You can’t get this deal for that nice cabin in Gatlinburg you want to use on the weekends or for that great rental down the street you think you can get a good deal on. You’ve got to live in the house to qualify for this financing.


But you can do a refinance, as long as it’s not a “cash-out,” meaning you’re not paying off debt or taking equity out of the property. It must be a rate term refinance only. However, you can pay off that second mortgage or home equity line of credit you hate, IF you obtained that 2nd lien mortgage when you got your first mortgage (a piggy back closing, we call it). Or to make it clearer, you originally had that 80/20 combo mentioned earlier. If you got that home equity mortgage a month or two after your initial closing to build a deck or payoff a credit card, than it that won’t work for a Flex 100 refinance.


What about your credit score? Well, it will affect the price you get, but there is no “minimum” credit score required for this program. You just have to get an approval through the automated underwriting system required. But be realistic – if you’ve got “iffy” credit, you probably won’t get an approval. A borrower with a credit score below a 620 would probably have to have a low loan to value or debt to income ratio for a chance of an approval.


A Flex 100 may or may not make sense for you. But hey, at least you know it’s an option. Your lender should be able to help you determine if this opportunity to flex your mortgage muscle makes sense for you.

An economy that’s growing at 8.5% and a very bright outlook for the future…that’s the India story at it’s best. But, the unmentioned success story, which in a way completes the picture, is the free press that our 60 year old democracy has managed to sustain.

Going back to 1870 when India’s first newspaper – The Bengal Gazette – to today’s plethora of newspapers and news channels; the media industry has come a long way. However, a little bit of analysis on the growth of media in India, who mostly serve India news reveals that the actual growth and the steep growth curve actually happened only later with the advent of the vernacular press.

This shift from the major languages, Hindi & English, towards regional languages made sense considering the diversity in the country. Here in India dialects change every few hundred kilometers and languages change from state to state. To effectively make people understand what all that’s important to them, news in one word, it was vital that they be addressed in their language.

That’s why, the vernacular press has done exceedingly well in India. The same idea was carried forward first by the radio and then by the visual media. No matter how important the national level news channels in Hindi and English may be, people across India do keep a tab on the news channels that offers them news in their own language. The common man simply loves to understand news in the language he is most comfortable in.
